Ubuntu 9.04 64-bit, ATI 9.11 and compiz-fusion

After I upgraded the kernel (2.6.28-16)on my ubuntu 9.04 box, I noticed my ATI driver could use an upgrade as well. So here the steps to rebuild the latest ATI driver.
